Liebe Studierende,
wir wollen euch ein kurzes Update rund um die aktuellen Entwicklungen des aktuellen Semesters geben.
Im Sondersenat, der am 25.05.2020 stattfand, wurde über unsere Senatsbeschlussvorlage beraten, jedoch nicht abgestimmt. Dies hatte mehrere Gründe:
Der studentische Entwurf für die Handhabung der Regelstudienzeit enthielt eine Änderungung der Immatrikulationsordnung, um eine generelle Nichtanrechnung der Regelstudienzeit im Falle eines Kriesengeschenen und dadurch einem Ausfall der (Präsenz-)Lehre, dafür aber auch ein komplizierteres Antragsverfahren. Das Rektorat hat am 18.05.2020 in der Senatssitzung einen eigenen Entwurf für die Handhabung der Regelstudienzeit im Sommersemester 2020 vorgestellt. Der Entwurf sah vor, dass kein Antragsverfahren nötig ist. Diese Regelung gilt allerdings einmalig und vorerst nur für das Sommersemester 2020. Bezüglich des “einmalig” sahen wir noch Gesprächsbedarf und wollten mit den studentischen Fakultätsratsmitgliedern dazu Rücksprache halten. Uns wurde im Sondersenat am 25.05.2020 mehrfach versichert, dass sich das “einmalig” auf das Antragsverfahren bezieht, und nicht darauf, dass im Falle einer weiteren Welle im kommenden Semester, eine Nichtanrechnung des Wintersemesters auf die Regelstudienzeit nicht möglich wäre. Der Entwurf des Rektorats ging auf die Bedürfnisse, Ängste und Wünsche der Studierenden ein, somit empfanden wir eine Abstimmung über unseren Entwurf nicht mehr als notwendig. Der Entwurf des Rektorats wurde vom Senat am 25.05.2020 angenommen.
Zudem wurde am 18.05.2020 sowie am 25.05.2020 die Änderungen in der Ordnung zur Flexibilisierung des Prüfungsgeschehens (FlexO) im Senat diskutiert. Der getroffene Kompromiss geht auf viele unserer Punkte ein, welche wir in unserer Senatsbeschlussvorlage formuliert hatten.
Die neue FlexO erweitert sich um einen Corona-Versuch im Prüfungszeitraum des Sommersemsters 2020 für Studierende, welche Module in diesem Semester nicht präsent gelehrt bekommen haben. Weiterhin beinhaltet die neue FlexO das offizielle Aussetzen aller Fristen. Alle Fristen sind inoffiziell schon seit der Senatssitzung am 06.04.2020 ausgesetzt, jedoch wurde dies weder protokolliert noch auf der Hochschulseite veröffentlicht. Dies wurde erst in dem Video mit Dr. Kühne vom DSI (Dezernat Studium und Internationales) vom 26.05.2020 kommuniziert und bezugnehmend auf das Video gilt dies bis zum 31.12.2020. Wir hätten uns dazu von Seiten der Hochschule eine bessere Kommunikation des Sachverhaltes gewünscht, da dies die Studierenden im aktuellen Nach- und Wiederholungsprüfungszeitraum betrifft/betroffen hat. Sie wussten zwar, dass die Fristen für das An- und Abmelden ausgesetzt wurden, jedoch beispielsweise nicht die Aussetzung der Jahresfrist. So haben einige Studierende eine Prüfung gezwungenermaßen schreiben müssen. Wir sehen die Prüfungen nach wie vor als nicht vergleichbar mit einer normalen Nach- und Wiederholungsprüfung und sehen in dem Punkt mit der fehlenden Kommunikation der Aussetzung aller Fristen einen Nachteil für Studierende durch die aktuelle Situation. Diesen Sachverhalt haben wir am 29.05.2020 in der Telefonkonferenz mit dem Rektorat noch einmal betont. Betroffene Studierende sollen sich laut Rektor an Dr. Kühne vom DSI wenden.
Einige Punkte aus unserer Senatsbeschlussvorlage wurden nicht durch die FlexO abgedeckt. Das Aufheben von Modulabhängigkeiten, sei laut DSI nicht notwendig, da es nur hinreichende Modulabhängigkeiten gibt, jedoch keine Notwendigen (also keine verpflichtenden). Falls euch hierzu etwas auffällt, oder euch die Teilnahme verwehrt wird, bitten wir euch, euch unverzüglich an Dr. Kühne vom DSI zu wenden und auch uns zu kontaktieren.
Der Ausbau des Prüfungsangebotes bedarf keines Senatsbeschlusses, da die einzelnen Fakultäten Sonderlösungen für jeden einzelnen Fall anbieten wollen. Falls es euch betreffen wird, sucht bitte den Kontakt zu euren DozentInnen. Das Problem mit auslaufenden Studien- und Prüfungsordnungen betrifft den Studiengang Chemie. Die Fakultät N sieht kein Problem darin, weitere Prüfungen anzubieten. Das DSI betont noch einmal die Fürsorgepflicht der HSZG gegenüber den Studierenden. Die Anrechnung artverwandter Corona-Hilfen auf die Praxistage wird noch einmal gesondert im Fakultätsrat S besprochen, da es auch nur diese Fakultät betrifft und somit kein Senatsbeschluss notwendig ist. Bezüglich des Praxissemesters wird aktuell durch die Prorektorin Bildung und Internationales, Frau Prof. Sophia Keil der Ist-Zustand erfasst und Lösungen erarbeitet, welche ein Nicht-Finden eines Praktikumsplatz abfedern sollen. Wir werden euch hierzu weiterhin auf dem Laufenden halten. Bezüglich der Einbindung eines Studierenden in den Krisenstab gibt es noch einmal gesonderte Gespräche zwischen dem Rektorat und dem StuRa.
Über die neue FelxO soll in den Fakultätsräten bis zum 08.06.2020 abgestimmt werden und dann am 10.06.2020 ein Beschluss des Rektorats gefasst werden.
Weiterhin verfestigt sich die Informationslage, dass das Wintersemester 2020/2021 zu einem großen Teil weiterhin online stattfinden soll.

Dear students,
we want to give you a short update about the current developments of the current semester.
In the special senate, which took place on 25th May 2020, our senate resolution was discussed but not voted. This had several reasons:
The student draft for the handling of the standard period of study contained an amendment to the matriculation regulations to allow for a general non-accreditation of the standard period of study in case of a crisis and thus a loss of (attendance) teaching, but also a more complicated application procedure. On 18th May 2020, the Rectorate presented its own draft for the handling of the standard period of study in the summer semester 2020 at the Senate session. The draft provided that no application procedure is necessary. However, this regulation applies only one-time and for the time being only for the summer semester 2020. We felt that there was still a need for discussion regarding the "one-time" and wanted to consult with the student faculty council members. In the special senate on 25th May 2020 we were assured several times that the "one-time" refers to the application procedure and not to the fact that in case of another corona wave in the coming semester, a non-accreditation of the winter semester to the standard period of study would not be possible. The Rectorate's draft addressed the needs, fears and wishes of the students, so we no longer felt it necessary to vote on our draft. The Rectorate's draft was accepted by the Senate on 25th May 2020.
In addition, on 18th May 2020 as well as on 25th May 2020, the changes in the regulations on the flexibility of examinations (FlexO) were discussed in the senate. The compromise reached many of the points we had formulated in our Senate resolution.
The new FlexO is extended by a corona attempt in the examination period of the summer semester 2020 for students who have not been taught modules in class this semester. The new FlexO also includes the official suspension of all deadlines. All deadlines have already been unofficially suspended since the Senate session on 6th April 2020, but this was neither recorded nor published on the university website. This was only communicated in the video with Dr. Kühne from the DSI (Department of Studies and International Affairs) of 26th May 2020 and with reference to the video this applies until 31st December 2020. We would have wished for better communication of the facts on the part of the university, as this affects the students in the current re-examination period. They knew that the deadlines for registration and deregistration were suspended, but not, for example, the suspension of the one-year deadline. Thus, some students were forced to write an exam. We still do not consider the examinations to be comparable to a normal re-examination and repeat examination and see the lack of communication of the suspension of all deadlines as a disadvantage for students due to the current situation. We emphasised this fact once again in the telephone conference with the Rectorate on 29th May 2020. According to the Rector, Prof. Alexander Kratzsch, affected students should contact Dr. Kühne from DSI.
Some points from our senate resolution were not covered by FlexO. According to the DSI, it is not necessary to abolish module dependencies, as there are only sufficient module dependencies, but no necessary ones. If you notice anything in this respect or if you are denied to participate, please contact Dr. Kühne of the DSI immediately and contact us as well.
The expansion of the range of exams does not require a senate decision, as the individual faculties want to offer special solutions for each individual case. If it will affect you, please contact your lecturer. The problem with expiring study and examination regulations concerns the chemistry programme. Faculty N sees no problem in offering further examinations. The DSI once again emphasizes the HSZG's duty of care towards the students. The crediting of related corona aids to the practice days will be discussed again separately in the Faculty Council S, as it only concerns this faculty and therefore no senate decision is necessary. With regard to the internship semester, the Prorector for Education and International Affairs, Prof. Sophia Keil, is currently assessing the current situation and developing solutions to cushion the impact of not finding an internship place. We will continue to keep you informed about this. Concerning the integration of a student into the crisis team, there will be separate discussions between the Rectorate and the StuRa.
The faculty councils will vote on the new FelxO until 8th June 2020 and then the rectorate will make a decision on 10th June 2020.
Furthermore, the information that the winter semester 2020/2021 will continue to take place online for the most part is becoming more and more common.
